Since 2014, the International IP Crime Investigators College (IIPCIC) has been celebrating excellence across the IP enforcement and protection communities around the world. Our annual awards are designed to acknowledge and reward law enforcement personnel and government agencies making a significant impact with innovative and effective approaches to fighting IP crime in this global and challenging environment.
This IIPCIC Award recognizes a law enforcement officer, team or unit for demonstrating outstanding leadership in designing or implementing a unique and innovative approach to an intellectual property crime investigation. The ideal nomination would involve a matter that crossed jurisdictions or countries and posed a risk to human health or public safety.
This IIPCIC Award recognizes an individual’s outstanding contribution to the IP community. The nominee would demonstrate the highest professional standards through innovative approaches related to training, technology, or other law enforcement capabilities.

We are pleased to recognize Operation Archer, a groundbreaking initiative funded by National Trading Standards in the UK, as a recipient of our IIPCIC Commendation of Merit. This innovative operation has successfully tackled IP crime across England and Wales by leveraging civil recovery powers under the Proceeds of Crime Act 2002.
Operation Archer's pioneering approach utilises alternative and complementary enforcement processes to deprive criminals of their ill-gotten gains and disrupt online criminality. By employing civil enforcement powers, such as Account Freezing Orders and Account Forfeiture Orders, the operation has effectively targeted IP crime and removed illegal profits from criminals.
The operation's broad aim is to disrupt and dismantle the financial infrastructure that supports IP crime, ultimately making it more difficult for criminals to operate and profit from their illicit activities. By using these innovative tactics, Operation Archer has demonstrated a commitment to combating IP crime and protecting consumers, making it a deserving recipient of our award.
Following this success, Chris said: "We had a great time meeting new people and listening to others fighting the same fight against IP crime. It was also a pleasure to present and share our project and an honour to be pick up an award. We have had a good response, with many considering if they can refer cases to us or if they can run civil recovery projects in their country."

Dr Mansoor Alrazooqi received the IIPCIC Professional Service Award for his outstanding contributions to IP crime prevention through innovative technology-driven initiatives. With over 26 years of experience, Dr Alrazooqi has developed award-winning awareness games, registered 103 IP assets, and led international initiatives that combine enforcement, education, and technology to combat IP violations.
Dr Alrazooqi's initiatives have had a profound impact, reaching more than 100 countries and creating virtual training tools for enforcement. His work has advanced professional standards in IP protection, empowering officers with virtual training and engaging youth through gamified IP awareness.
Notably, Dr Alrazooqi's research has shown that the use of scenario-based VR simulations for IP-related investigations has increased practical knowledge retention by over 50% among trainees. This innovative approach has positioned Dubai Police as a global model for digital policing and IP awareness.
By recognizing Dr. Alrazooqi's outstanding contributions, the IIPCIC Professional Service Award acknowledges his commitment to making a positive impact in the fight against IP crime and inspires others to follow in his footsteps.
Dr Alrazooqi was honoured and humbled to receive the award and acknowledged that the award is a reflection of his "team's dedication and shared commitment and innovation in combating IP crime." He emphasized that this achievement also reflects the importance of creativity and collaboration.
